The U.S. Government sent a memorandum on Wednesday to nine major universities requesting they adopt the president’s vision on education in exchange for favorable access to federal funds.

Unlike the punishments imposed on institutions such as Columbia and Harvard, this new measure offers benefits to universities that comply with the demands proposed by President Trump to align campuses with his political agenda.
The memorandum, titled the “Compact for Academic Excellence in Higher Education,” spans nine pages. Among its main provisions are limiting the number of foreign students, eliminating consideration of race, gender, and other demographic characteristics in the admissions process, adopting the government’s definition of gender and applying it to restroom use, among other measures.
The document was sent to Vanderbilt University, the University of Pennsylvania, Dartmouth College, the University of Southern California, the Massachusetts Institute of Technology, the University of Texas, the University of Arizona, Brown University, and the University of Virginia. It is still unclear why these specific institutions were chosen to receive it.
Noncompliance could result in the removal of benefits for at least a one-year period, the manifesto warned.
A statement from the University of Virginia said there was no justification for its selection, while leaders of the Texas system expressed pride at the inclusion of the University of Texas among those chosen.
Meanwhile, Governor Gavin Newsom responded to Trump’s push for California universities to sign a “loyalty pledge,” declaring: “California will not bankroll schools that betray their students, professors, and researchers, or surrender academic freedom.”
This pact, endorsed by the White House in line with Donald Trump’s efforts to bring universities under his ideals, has been labeled a threat to freedom of expression. It also projects substantial changes for students and campus life, prioritizing government interests.
